Resettlements

Ecopetrol has a population resettlement procedure aligned with the United Nations Guiding Principles on Business and Human Rights (UNGPs) and international standards such as World Bank OP 4-12- Involuntary Resettlement, the Inter-American Development Bank Operational Policy on Involuntary Resettlement and Guidelines (IDB OP-710), and the International Finance Corporation (IFC) Handbook for Preparing a Resettlement. This procedure provides the conceptual and methodological basis for preventing, mitigating, rectifying, and compensating for the social and economic impacts of involuntary displacement resulting from the Company’s activities and projects. It also specifies actions to restore socioeconomic conditions and to develop opportunities for the population during temporary relocation or permanent resettlement.

The following programs set out the measures agreed upon with the population to be resettled:

  • Information, communication, and participation: Creates a direct and ongoing communication channel to streamline the process with the population to be resettled, reducing uncertainty among social groups.
  • Social support: Involves establishing strategies and actions for inter-institutional coordination to ensure access to social services at the new settlement. It includes providing comprehensive support, developing conflict-management strategies, and identifying family and social networks to support the process.
  • Economic Recovery Assistance: Involves actions to restore the economic conditions of social units and to generate additional alternatives for this population.
  • Infrastructure acquisition: includes legal, technical, and compensation assessments.

Cases involving resettlement

During 2025, 90 permanent resettlements occurred with a 100% completion rate, and 701 temporary resettlements, of which 92.3% (647) were completed, and 7.7% (54) are currently being monitored.

Central Regional

  • Tibú field: During 2025, 5 temporary relocations occurred, which were completed during the course of the year.
  • Llanito field: The 90 cases under observation in 2024 were completed in full during 2025. In 2025, 4 new temporary relocations occurred and were completed.
  • Casabe field: During 2025, 46 temporary relocations were carried out and completed (5 from the Repatronamiento (re-positioning) Project module 1 stage 2) and (41 in the Casabe field operations). In the Casabe asset, two additional Permanent resettlements occurred (Repatronamiento Project module 1, stage 2), which were under observation as of year-end 2025.
  • La Cira Infantas field: The 30 cases under observation by year-end 2024 were completed in their entirety during the 2025 term. In 2025, 547 temporary social unit relocations were executed and completed, of which 495 returned to their homes of origin after the operation was carried out. 88 Permanent resettlements were also carried out, of which 36 were completed, and 52 are under observation, pending the satisfaction survey and final administrative closure.
  • Lisama field: In 2025, within operational activities of the Lisama block (Nutria, Tesoro, Lisama, and Peroles fields), 99 temporary relocations were carried out and completed in 13 wells and facilities.
