Resettlement

Ecopetrol has a procedure in place for population resettlement, based on the United Nations Guiding Principles on Business and Human Rights - PRNU, and international policies on population resettlement: World Bank OP 4-12, the IDB standard OP-710 and the Manual for the preparation of the resettlement plan of the International Finance Corporation - IFC. The procedure establishes the conceptual and methodological route to prevent, mitigate, correct, and compensate the economic and social impacts caused by the involuntary displacement of the population, caused by the Company's operations and projects. Likewise, it defines the actions to reestablish socioeconomic conditions and generate an opportunity to improve the conditions of the population to be resettled.

The following programs set out the measures agreed with the population to be resettled:

  • Information, communication, and participation: establishes a direct and permanent communication channel, which facilitates the process with the population to be resettled, avoiding uncertainty among the social units.
  • Social accompaniment: establishes strategies and inter-institutional coordination actions to guarantee access to social services in their new place of settlement, have comprehensive accompaniment, seek strategies for managing conflicts generated, and identify networks (family and social) that can support the process.
  • Accomaniment for economic restoration: seeks actions to restore the economic conditions of social units and generate additional alternatives for this population.
  • Acquisition of infrastructure (including legal, technical, and indemnity valuation matters)

Resettlement cases

In 2022, 1,635 resettlements were submitted, 56% (923) of which are closed, and 44% (712) will undergo the execution and monitoring phase. This represents a decrease of 8.4% as compared to 2021.

Andean Regional

  • ANH Agreement Orito area: there was a temporary resettlement due to housing location during the abandonment of the Orito 96 well.

Catatumbo Arauca Regional

  • Tibú Field - Well T-21: there was a temporary resettlement that will continue in a monitoring and evaluation phase for the next term.

Central Regional

  • Casabe Field Module III Cluster 9: for the development drilling project Casabe Module III, final resettlement of one family was performed.
  • La Cira – Infantas Field (2021): in accordance with Resolution 1610 of 2016 of the National Authority for Environmental Licenses - ANLA, and the risk range defined by the authority, 878 families were temporarily resettled since 2021, a process that has already been closed. Furthermore, 45 definitively resettled families, 39 of which were closed and 6 are subject to follow up.
  • La Cira – Infantas Field (2022): within the framework of execution of this project, the resettlement of 675 additional families to those reported in 2021 is underway, 644 of which are temporary and 31 permanent, all in process of execution and monitoring.
  • Nafta Project (2021): temporary resettlement of 6 families and permanent resettlement of another 6 families located on the access road to the project and which, given the permanent transit of heavy loads, could cause damage to homes, which presented risk conditions prior to the development of the project.
  • Casabe Field Wells 234 and 653: temporary resettlement of 3 families was carried out due to the abandonment activities of these two wells; these resettlements are in the closing phase.
  • Casabe Field Wells 304 and 986: 4 families were temporarily resettled due to the maintenance activities of these two wells, the resettlement of well 304 was closed, and the two of well 986 are in the execution and monitoring phase.
  • Casabe Field Module III - Cluster 9: a family was definitively resettled due to drilling activities in Cluster 9, which is closed.
