The Sustainable Territorial Development Portfolio makes possible the implementation of the Comprehensive Territorial Management Strategy with investment in its three missional components. The investment executed in 2024, for each of these components, is detailed below:

In 2024, social investment and relationship projects and initiatives (strategic/voluntary and mandatory) were executed for $296,888 million pesos (See graph).

Ecopetrol's strategic investment is structured by identifying opportunities to contribute to territorial development within the framework of the defined social investment lines. Projects and initiatives are prioritized consulting with the stakeholders (national, departmental and local governments, society and community). They are rigorously formulated and structured as an integral part of the company's comprehensive territory management plans to make operations viable.
On the other hand, the mandatory investment is made up of those investments that Ecopetrol makes that allow fulfilling its social obligations, set out in the contracts with the National Hydrocarbons Agency - ANH, and imposed by the environmental authorities as part of the processes of granting permits and licenses, and other obligations such as those derived from the processes to guarantee the right to prior consultation. These are fulfilled not only to comply with legal requirements but also as opportunities to contribute to the improvement of the socioeconomic conditions of the territory.
Compared to the previous year, in 2024 there was a 44% increase in the Public and Community Infrastructure investment line with an investment of $137,897 million pesos, where the Rubiales to Puerto Gaitán Road Agreement 1 project stands out with an execution of $21,476 million pesos for the Orinoquía region; further, in the line of institutional and community strengthening there was an increase of 32% with an investment of $30,646 million pesos, of which the ASOUNUMA Strategic Planning project in Puerto Gaitán (Meta) stands out with an execution of $1,653 million pesos for the Orinoquía region.
Of the investments distributed by region, the investments in the Orinoquía region stand out with the execution of more than 112,000 million pesos, mainly through the Rubiales to Puerto Gaitán Road - Agreement 1 project with an execution of $21,476 million pesos, the Meta Food Supply Network project - FAO Phase 2 with an execution of $15,462 million pesos, and the Road Improvement project El Turuy, Castilla La Nueva municipality (Meta) with an execution of $14,353 million pesos. Additionally, the Central region stands out with the execution of more than $74,000 million pesos, mainly through the "Mirador del Río" Gastronomic Market Construction project, District of Barrancabermeja (Santander) with an execution of $11,128 million pesos. Likewise, the Piedemonte regional stands out with the execution of more than $52,000 million pesos, mainly through the projects Improvement at the footprint level of the Visinaca tertiary road (Phase I) Tauramena (Casanare) with an execution of $4,427 million pesos and the Construction of the U'WA Intercultural Thinking Center, Cubará (Boyacá) with an execution of $4,122 million pesos. The resources executed by Ecopetrol in 2024 under the works for taxes mechanism amount to $ 78,124 million pesos, mainly in the investment lines of Public and Community Infrastructure and Education, Sports and Health, highlighting the projects Improvement of the Flor Amarillo road, Pueblo Sucio, municipality of Tame (Arauca), with an execution of $ 23,873 million pesos and the Basic Endowment project to improve the school environment and educational quality in the targeted official rural educational centers of the department of Bolívar, with an execution of $7,786 million pesos. These projects, together, represent 41% of the total value of the execution of resources of this mechanism in 2024.

The investments made through the PBCs are a direct contribution from companies in the hydrocarbon sector through sustainable social investment, derived from the contracts and agreements for exploration, production and technical evaluation entered into with the National Hydrocarbons Agency (ANH).
In compliance with this contractual obligation of the PBC, Ecopetrol has formulated social investment projects agreed upon with the communities, aligned with the social policies of the Government, and using as reference the Sustainable Development Goals (SDG), adopted by the national government through CONPES 3918 of March 15, 2018, as well as the Poverty Measurement Indicators (IMP for its initials in Spanish).
Currently, 31 Programs to Benefit communities with contracts with Annexes D, F and only have been managed by the Corporate Vice Presidency of Territorial Transformation and HSE. Included below is the detail of status of these PBCs:

This mandatory social investment is being performed in 15 municipalities and the approved projects mainly impact the following SDGs:

To define these projects, processes of citizen participation and consultation between the communities and the company were performed. This process allowed us to identify needs and prioritize social investment with the objective of benefiting the 47,144 people in the departments of Casanare, Meta, Guajira, Santander, Cesar, Putumayo, Cundinamarca, Antioquia and Huila.
Central Regional Citizen Participation Process - 2024 In addition to the PBC with Annex, two other types of PBC are considered (Terms and Conditions, and Agreement 5 of 2011) and although this social investment is mandatory at the contractual level, the corresponding amount is defined by the operator.
In accordance with the foregoing, the total accumulated value until 2024 for all types of PBC is detailed below, broken down by region:
In 2024, a total of $16,562 million pesos were allocated to PBC for projects aimed at promoting sustainable development. Within this framework, Ecopetrol coordinates and creates synergies between mandatory social investments, such as PBCs, and voluntary strategic investments. This promotes and facilitates the integration of available social investment mechanisms and sources, in collaboration with local and national governments, to maximize the impact of these projects in the communities located in the company's areas of influence.

Among the main PBC projects with an annex which continued in 2024, the following stand out: At the central headquarters, the improvement and conditioning of the Educational Institution (IE) San Pedro Claver Km-16, Headquarters D Escuela Rural García Cadena, and the conditioning and improvement of the sports center in the Campo Duro district, in the municipality of Puerto Wilches (Santander). The construction and provision of a community hall in the Tisquirama rural district, municipality of San Martín (Cesar), and the provision of furniture for the IE El Cairo, La Granja Headquarters, and the IE Agropecuaria Los Ángeles, Montecristo, El Silencio and Tisquirama headquarters, were also carried out. Likewise, support was provided to the Community Action Boards (JAC) of the rural districts of La Granja, Montecristo and El Silencio, in the municipality of San Martín (Cesar), in the ANdina Sur Pacifico Headquarters, Strengthening of Agricultural Production at a family scale, Construction and improvement of ancestral roads. In the Caribbean headquarters, strengthening the organizational management of the Dibulla and Riohacha fishermen's association. In the Orinoquia Headquarters, improvement of the road infrastructure of the San Antonio village.
