Selection methodology

Once the groups registers themselves and their proposal is approved by the Ondas Program´s Departmental Coordination, the following methodology shall be followed to compete for the Ecopetrol - Colciencias Award for Innovation: 

Ecopetrol - Colciencias Departmental Award for Innovation 

Having participated in the Municipal Science, Technology and Innovation Fair, and before the start of the Departmental Science, Technology and Innovation Fair, the group will put forward their research proposal to contest the award, registering it for that purpose, if they consider that the work follows the guidelines laid down in this document. 

Prior to the carrying out of the Departmental Science, Technology and Innovation Fairs, a Departmental Committee on the Award for Innovation will be formed in each department, consisting of:

  • The Departmental Coordinator of the Ondas Program.
  • One thematic advisor.
  • One representative from the industry sector.
  • One representative from academia.
  • One representative from Ecopetrol.
  • One representative from the departmental government that belongs to any department on productivity, competitiveness, trade and industry or economic development.
  • This committee shall have the following functions:
  • Receive, organize and systematize the registration of groups who put themselves forward for the award.
  • Conduct an assessment of each project and build a bank of up to ten projects that are shortlisted to compete for the award at the Departmental Science, Technology and Innovation Fair.
  • Issue a report on the process of putting together the competitor bank, and together with the list of short-listed competitors, send a copy to the Ondas Program?s National Coordination.

The thematic advisor that is part of this committee will be responsible for compiling the list of projects put forward, preparing the screening report and collecting the ratings assigned to the groups, but they may not participate in such assessment. 

In each department, the bank of candidates will be presented to a panel of specialists in the topics presented, in order for them to assess the projects and select the winning group for the Ecopetrol - Colciencias Departmental Award for Innovation, as part of Departmental Science, Technology and Innovation Fairs. The Ondas Program?s Departmental Coordination will be responsible for searching for and appointing the panel for the assessment of proposals. 

Ecopetrol ? Colciencias Regional Award for Innovation 

The winning groups of the Departmental Award will qualify directly to the Regional Science, Technology and Innovation Fairs and will form the bank of candidates to compete for the Ecopetrol - Colciencias Regional Award for Innovation. 

Prior to the carrying out of the Regional Science, Technology and Innovation Fairs, each organizing department will form a Regional Committee on the Award for Innovation, consisting of:

  • The Departmental Coordinator of the Ondas Program.
  • One thematic advisor.
  • One representative from the industry sector.
  • One representative from academia.
  • One representative from Ecopetrol.
  • One representative from the departmental government that belongs to any department on productivity, competitiveness, trade and industry or economic development.
  • This committee shall have the following functions:
  • Receive, organize and systematize the projects from the bank of those competing for the award.
  • Conduct an assessment of each project that is competing for the award in Regional Science, Technology and Innovation Fair.
  • Issue a report on the assessment process, and together with the list of competitors, send a copy to the Ondas Program?s National Coordination.

The thematic advisor that is part of this committee will be responsible for collecting the ratings assigned to the groups and preparing the assessment report, but they may not participate in such assessment. 

In each department, the projects comprising bank of candidates will be presented to a panel of specialists in the topics presented, in order for them to assess and issue an assessment report, as part of the Regional Science, Technology and Innovation Fairs. The Ondas Program?s Departmental Coordination will be responsible for searching for and appointing the panel for the assessment of proposals. 

The assessment made by the Regional Committee on the Award for Innovation will be consolidated with the assessment made by the panel, adding the ratings given by both parties for each group. The group that attains the best consolidated rating will be the winner of the Ecopetrol - Colciencias Regional Award for Innovation, as part of the Regional Science, Technology and Innovation Fairs.

Ecopetrol ? Colciencias National Award for Innovation 

The winning groups of the Regional Award will qualify directly to the National Science, Technology and Innovation Fair and will form the bank of candidates to compete for the Ecopetrol - Colciencias National Award for Innovation. 

Prior to the carrying out of the National Science, Technology and Innovation Fair, the Ondas Program?s National Coordination will form a National Committee on the Award for Innovation, consisting of:

  • The Coordinator of the Ondas Program.
  • The National Coordinator of the ´Energy for the Future´ line.
  • One representative from the industry sector.
  • One representative from academia.
  • One representative from Ecopetrol.
  • One representative from the national government that belongs to the Ministry of Commerce, Industry and Tourism.
  • This committee shall have the following functions:
  • Receive, organize and systematize the projects from the bank of those competing for the award.
  • Make an assessment of each project that is competing for the award in the National Science, Technology and Innovation Fair.
  • Issue a report on the assessment process, and together with the list of competitors, leave a copy with the Ondas Program?s National Coordination.

The projects that make up the bank of applicants will passed to a panel of specialists in the topics presented, in order for them to assess the projects and select the three winning groups for the Ecopetrol - Colciencias National Award for Innovation, as part of the National Science, Technology and Innovation Fair. The Ondas Program?s Departmental Coordination, which will organize the National Fair, will be responsible for searching for and appointing the panel for the assessment of proposals.
