Purchasing and Contracting
The Administrative Management put the provision model
into practice at Ecopetrol to effectively satisfy the needs
for goods and services required in the operation.
Achieving it required the consolidation of business
strategies, the optimization of processes, improvements
in performance and the development of competencies,
which led to levels of savings for the organization of
nearly $165 billion (US$71.73 million) in 2006, and
$251 billion (US$109.13 million) over the last 3 years.
During the course of the year 2006, the area signed
business deals for almost $4 trillion (US$1.82 billion)
and by defining efficient provision strategies, it reduced
the number of processes in the area by 20% as compared
to 2005.
As a contribution to the social management of Ecopetrol,
the participation of the owners of micro and small
businesses in the contracting of the Middle Magdalena
Regional Branch was stepped up to 43%, which equals
6% of the country. In addition, the Provider Development
Agreement was signed with Emprender for the
financial strengthening of local entrepreneurs in Ecopetrol’s
regions of major influence; for a value of over
$1.3 billion, benefiting more than 1,800 providers from
the company’s production chain of interest.
In the implementation of the provision methodology,
it is important to point out the development of a result-
based model for chemical treatments, management
before the National Customs and Tax Directorate
(Dirección de Aduanas e Impuestos Nacionales - Dian) to extend customs exemptions, negotiation with drilling
equipment and seismic service providers, negotiation
with associated oil companies for the acquisition of
pipes and the implementation of power supply business
and comprehensive administrative services in transportation,
food and maintenance.
